CLEVELAND, July 30 — A federal judge sentenced former Rep. James A. Traficant Jr. to eight years in prison Tuesday for accepting bribes and taking kickbacks. Earlier in the day, the maverick lawmaker argued that he should not be sanctioned because he has already been punished by expulsion from the House.
