There was a spy or the like who had one installed by a reconstructive surgical procedure in the remaining stump of his arm. Nasty.

FYI, "arms" refers to extensions of one's arm, a club probably being the first. Its interesting to note that its still in the arm where one must use a muscle group to effect projection of any offensive action. Anything else is just talk.
