Reading beyond the title:
WASHINGTON (AP) - The European Union (news - web sites)'s foreign policy chief, Javier Solana, said Monday the United States cannot be deterred from deploying a national missile defense despite misgivings among the allies and Russia.
``The United States has the right to deploy,'' Solana told reporters before meetings with Secretary of State Colin Powell (news - web sites) and Condoleezza Rice (news - web sites), the national security assistant to President Bush (news - web sites).
But on an equally touchy issue, Europe's determination to create its own military corps to respond to crises, Solana was unyielding. He said the principle was established a decade ago when Bush's father was president and reaffirmed several times at summits in the Clinton years.
``We don't have to create a fuss about something that is not new,'' he said over breakfast in a hotel near the White House. ...
CAinLondon -- I note that even in the title, it says that the US "can" do it rather than it "may" or is permitted to do it.

Roger, I think the clear insinuation of the article is that the EU's stance on whether or not the US chooses to deploy a missile shield is either newsworthy or relevant. What is the EU to the United States? They don't speak for NATO as far as I'm aware.
There is furious debate both inside and outside the US over the missile shield proposal. As far as I'm concerned, that debate belongs with only the US since it involves the defense of our nation. Voices from outside the US are just static on this issue whether they be for or against. We'll deal with it.

The debate arose partly because Putin is against it, and has been making a lot of noise about it. France wants to jump right in against the US of course. They'd like to develop their own technology first, and sell it to both sides at the same time. The EU says Russia is and has been important to the stability of Europe (even if France isn't), and the US has promised to "consult its allies" about the deployment of the shield.

Good point. I read the "consult its allies" quote as the US saying "We'll let you know what we decide". Russia and China both are clearly nervous about the idea. They should be.
I think the article caught my attention because it lends credence to the notion that others, outside the US, have a say in the matter. I don't believe Bush and his team, and many other Americans, feel that way.

I think there's some backwards thinking involved, and the Gore campaign syndicate had a lot to do with that. I expect the Bush administration will get along with the allies quite well, and they have promised that the US will do more to mind its own business instead of running around the world bombing everyone whenever there's a domestic quarrel going on in the White House.
You have to take into account though that there are people in Europe who preferred Clinton, who took unilateral actions. They got their cake and ate it too. The US took care of business, and they got to complain about it -- no responsibility involved -- just "free thinking" political rhetoric.

Of course one could take the position that it's all a lot of nonsense. The Bush administration wants to back off a bit from being the world's police force. Plenty of people in Europe have complained about the US being the world's police force, but now complain about the US backing off. There's this "highly contraversial" proposal from Europe to build a rapid reaction force, which seems to dovetail nicely with Bush's idea that Europe should take care of Europe a bit more. Now -- what's going to protect the "highly contraversial rapid reaction force" from missle attacks .... Russia's part in the stability of Europe ...
Is there some secret conspiracy to promote world peace and stability going on?
