Quotation Marks

Why all of a sudden are the quotation marks in my posts showing up as " ? The quotation marks are still there when I preview my post, but in the actual thread they turn up as "

Test: I typed a quotation mark here " Is it still there in the thread?

I asked this question in the Moderators Forum and got no answer. In the middle of the thread there, the quotation marks started showing up again. What is going on?

The posts that were imported from the UBB software occasionally suffered from the move in terms of formatting. E.g., many that had UBB quotes wound up bollixed.

" is the HTML equivalent to ", and since HTML is off for now, if the affected posts have that code, it will display the " rather than the ".

These were new posts that I had just typed here a day or two ago, not posts imported from anywhere. In fact, I first typed the post that started this thread in the Moderators Forum and the quotation mark that I typed in the line beginning with the word "Test" ended up as " in that thread.
