I'd abduct random hobos and welfare queens/kings as a start. The abducters would use an unliscenced vehicle built from parts. The vehicle would also use borrowed liscence plate numbers in case of the inevitable. The windows wouldn't be tinted for fear of attracting local law enforcement's attention.

The vehicle in question (probably a van) would drive to a random screened unmonitored location and abduct a person. Only the fittest and youngest, preferably males between the ages of 16-40. The abduction would be swift, no traces left behind. Special care would be taken to find homeless or poor subjects, as these are less likely to arouse serious attention as to their missing whereabouts. Indeed, homeless people will make an ideal control group as they almost don't exist. It will be as though they never were.

The subject or subjects rounded up would be taken to various isolated locations. The personnel responsible for the abduction would wear the neccesary clothing and equipment to leave no traces of their prescence. The locations in question would be non-permanent, merely a secluded area to work in with shelter to utilize, like a cabin.

In this location, personnel would begin unusual tactics to lower mental defenses before judging him ready for indoctrination. This may take months or longer, depending on the subject. Starvation, isolation, and physcolgical torment would be key in breaking a stubborn subject.

Once enough time has passed and he becomes conditioned to his imprisonment he will be forced through a battery of superliminal implanted thoughts to warp him. These thoughts implanted on his now fragile psyche will help ensure results. During these sessions, where the subject will no doubts be frenzied, Amphetemines will be administered and the indoctrination will double its efforts over this time. Positive feedback (the subject's breakdown of cognitive reasoning and steady decline into violent Schizophrenia) will be met with a continuation of the cycle as normal. Negative feedback such as questioning his enviroment, showing resolve, or simply resisting the inevitable will be met by extreme pyscological punishment. Near complete sensory depravation, combined with liberal use of high grade tranquillizers will ensure any notion of resistance is literally smothered by a haze of white noise where his concious thoughts should be.

Once the observed has reached a breaking point, its time to send him out again. Loyalty is not neccesary. The shock/torment/and drugs will leave him a broken violent shell. The entire point of the indoctrination is to strip away his empathy, violate all of his mental boundaries, and ensure destructive thoughts are left in the holes where a personality should be.

Once 'primed' this one-use warrior will be prepped into the highest of berserk states. No longer thinking, he will simply be responding to the insidious implanted thoughts and naturally be seeking a way to lash out. This will be worsened by the Amphetmine/psychotropic cocktail he'll be dosed with. He will essentially be ready, though for what he doesn't know.

The subject when 'primed' is given an assault rifle, knives, and small bombs and set loose upon a large group of unarmed civvies. Locations will be scouted and screened ahead of time so as to ensure no tracing to a vehicle, nor any observed contacts with him whatso ever. One moment, things are quiet, and the next moment, this armed physco is about.

Should the subject not have shown signs of being a good killer, he will instead be used as a living bomb in a crowded area. This is simpler, and no traces are left apart from bomb components used (which will mean little in the abscence of any motive or backround).

The ramifications of missing citizens suddenly reappearing years later in different states in killing sprees will be a serious blow to the sense of public safety. Rather than fearing the true puppet-masters, the public would fear his neighbor instead, as the public will assume these incidents are domestic terrorism.

Should a cell be uprooted, any personnel would sacrifice themselves like good little pawns. Suicide bombs on civilian targets and random snipings/eventual mass shoot outs will be used to make their lives count. Any valuable personnel (phsychiatric training, etc.) wouldn't have stayed with the cell anyways, only contacting the cell via untracable transmissions on how to handle the indoctrination process.

Essentially, depriving (my spelling sucks, I know) the victim of nearly all physical contact. No sound at all (leads to white noise and hysteria), probably a filthy bag over his head (nothing like stench to get to someone), bound so that he cannot move, nor feel his binds.

This would only be used as a punishment of sorts when the subject would know he did something bad.

2. Assemble a group of dedicated "suicide" bombers, and give them those vials to either infect themselves or to carry to target.

4. Kill the agents and hide their bodies to conceal evidence of the attack source.

If the American population is at a zero-growth standstill or worse, like the French, beyond mere stasis and actually declining, then the arabs, the people who still incubate and raise on average a 3 or more sibling household, will overtake the outposts to which they've immigrated cancelling out other cultures entirely in a matter of merely a generation's time. If I were a terrorist, I would systematically destroy Saudi Arabia's key oil facilities. While we still get most of our oil from Venezuela, the Saud's dictation on oil prices would determine fair market value for a barrel. In order to make up for the now destroyed several billion dollar facilities, and a little bit of supply and demand, we just might see Osama's said "$120 a barrel"... This would be enough to cause economic depression on a grand scale. Why try to figure out how to sneak someone into the country with nuclear or biological agents, when you could take the easier route... Buy a 1985 Toyota pickup, fill the bed with C4 explosives, drive up next to the processing plants main facility where they process the oil, and detonate. For the major oil facilities on the coast, a simple Zodiac boat will do the trick (not unlike what they used on the U.S.S. Cole, just more explosives).

With our dependence on oil, it would no doubt effect us deeply economically. Look at how our economy has been since 9/11? How do you think it would be when gas hit $6-$7 a barrel? It would be massive devastation- and we as Americans would have to figure out some other way to get around than our Hummers and Ford Excursions. Perhaps we as people could figure out how to ride bicycles more- but think about all of the goods in your home that were shipped to you, or the place where you bought it? Prices would soar on nearly all shipped goods because of the price of gas, plain and simple.

That is why I am all for alternative fuel research... Our dependence on oil is just too great. Think about it, the countries that supply oil to us are our enemies. Venezuela has us by the throat with their oil supply, which they are only using to further expand their military and communist powers. The other, the Sauds, are a crumbling kingdom. Why? The king has been bed-ridden since his stroke. When he had his stroke, his family members called the best doctors in the world to ask if they could come down to Saudi Arabia and keep him alive. They specifically said, "we don't care if he recovers his brain activity- we just want him breathing." Awkward, yes? They also were willing to purchase 10 boeing 747s on the spot to bring whole portable hospitals in from the United States and other places. Why would they want to keep old Saud alive? Because all of the 30,000 princes and princesses are on the payroll. The average prince can expect $120,000 a MONTH... A cozy amount to settle in on the Meditteranean with.

Of course they wanted to keep him alive because the prince-to-be-king when Saud dies (can't remember his name right now) has tried many times to convince Saud (when he was "with us") to cut funding to everyone, for obvious reasons.

So, Saudi Arabia is crumbling from underneath itself from corruption- the people are getting tired of the princes and princesses who are running about seizing land as they wish and not playing by any rules.

So, if the terrorists attacked the 3 major oil complexes in Saudi Arabia, it could take up to 10 years to fix the damages and be back to full production... So during that time, if we had not had fuel efficient or alternative fuel sources, we would have to rely on Venezuela (which would only strengthen the economy and communist principles of our enemy) or even (oh my god) drill in Alaska!
