WASHINGTON (AP) - A federal judge has struck down an executive order by President Bush that required government contractors to post notices informing employees that they do not have to join unions or pay certain union fees.
U.S. District Judge Henry H. Kennedy Jr. said in his ruling last week that Bush's executive order conflicts with the National Labor Relations Act, which prohibits such requirements.

The president's father, former President Bush, issued a similar order, which was repealed by President Clinton.

Under the order, federal contractors who did not post such signs faced cancelation of government contracts and being barred from future contracts. The signs also were to inform employees that they were not required to pay union dues that aren't related to collective bargaining, contract administration and grievance adjustment.

United Auto Workers, the UAW Labor Employment and Training Corp. and two affiliates of the Office and Professional Employees International Union sued last year to block enforcement of Bush's measure.
