The tinfoil (or aluminum foil these days) hat is standard headgear for folks who see black helicopters, hear voices talking about them, and are being exposed to mind-controlling rays from the secret CIA/alien alliance.

There is no specific debunking site. The best bet is to do a Google search for the item in question. Enclosing the search phrase in quotes narrows the results to pages with the specific term.

E.g., search for "operation northwoods" (capital letters are optional).

Results 1 - 10 of about 23,700 for "operation northwoods". (0.43 seconds)

Chances are you'll find every conspiracy site on the Net. :D The sites that trumpet this thing are usually also good for theories that the Jews caused 9/11 and a US missile hit the Pentagon.
