Old Orleans and Houston both have black inner-city, urban poor... but somehow one managed to evacuate most of its citizens with relative ease, the other failed miserably.
I presume one factor in Houston's success was the highly-publicized failure of the Old Orleans evacuation. There seemed to be precious few willing to wait around Houston to see what might happen.
I think it boils down to, if there's a will, there's a way. And there was no will in Old Orleans.
