TEHRAN (Reuters) - Iran said it would resume research of nuclear fuel on Monday but there was no confirmation it had done so by the end of the day. The head of the U.N. nuclear watchdog said the world was running out of patience in the dispute with Tehran over its nuclear program, which the West says is a cover for developing atomic weapons. The five permanent members of the U.N. Security Council, all nuclear powers, have sent strong messages to the Islamic republic to halt plans for the research and resume talks with the<FORM class=yqin action=http://yq.search.yahoo.com/search method=post></FORM>European Union, a senior U.S. official said. "Iran will today resume nuclear fuel research as scheduled," Iranian government spokesman Gholamhossein Elham told a news conference early on Monday.A Foreign Ministry spokesman had said Iran would restart work when the <FORM class=yqin action=http://yq.search.yahoo.com/search method=post></FORM>International Atomic Energy Agency was ready to supervise the removal of seals it put in place two years ago. However, by Monday evening Western diplomats close to the IAEA said it had no reports from its inspectors indicating that any enrichment works had begun or any seals had been broken. There was no word from Iranian officials by midnight there. Iran has not made public what exactly it plans to resume, but nuclear research and development might include the manufacture and assembly of centrifuges used for uranium enrichment, the most sensitive part of the nuclear fuel cycle. It could also include some small-scale enrichment tests.
