AMSTERDAM, Netherlands - The camera focuses on two gay men kissing in a park. Later, a topless woman emerges from the sea and walks onto a crowded beach. For would-be immigrants to the Netherlands, this film is a test of their readiness to participate in the liberal Dutch culture.

If they can't stomach it, no need to apply.

Despite whether they find the film offensive, applicants must buy a copy and watch it if they hope to pass the Netherlands' new entrance examination.

The test — the first of its kind in the world — became compulsory Wednesday, and was made available at 138 Dutch embassies.
Taking the exam costs $420. The price for a preparation package that includes the film, a CD ROM and a picture album of famous Dutch people is $75.

"As of today, immigrants wishing to settle in the Netherlands for, in particular, the purposes of marrying or forming a relationship will be required to take the civic integration examination abroad," the Immigration Ministry said in a statement.

The test is part of a broader crackdown on immigration that has been gathering momentum in the Netherlands since 2001.

Anti-immigration sentiment peaked with filmmaker Theo van Gogh's murder by a Dutch national of Moroccan descent in November 2004.

Both praise and scorn have been poured on Immigration Minister Rita Verdonk, the architect of the new test and other policies that have reduced immigration by at least a third.

"If you pass, you're more than welcome," Verdonk said. "It is in the interest of Dutch society and those concerned."

Not everyone is happy with the new test.

"Today is a black day for the people intending to bring their partners to Holland," said Buitenlandse Partner, a lobbying group for mixed Dutch/immigrant couples.

Dutch theologian Karel Steenbrink criticized the 105-minute movie, saying it would be offensive to some Muslims.


Talk about trying to socially engineer a society.

The movie and test are an attempt by the Dutch to control immigration, in particular Moslem immigration. Anything that keeps out Moslems is good in my book. If showing Midnight Cowboy or Debbie Does Dallas would keep Third Worlders out of the USA, then I'd vote to increase my taxes to make extra prints and distribute them at every border point, airport, and customs office.

Ummm wtf? I haven't heard anything about this, and I won't be particularly pleased if they ask me to sit through this next time it's time to renew my verblijfsvergunning.

That'll be in July btw. :(

Edit: I'd like to see the Dutch news article from which they got this from. I'm willing to bet they mistranslated something.

I'll look in the Metro tomorrow.

I applaud their attempt but I doubt it will prevent any muslim wackjob from fulfilling his percieved destiny. Many of them watch and participate in all sorts of sexual perversion. Watchig a couple gays kiss won't be a problem.

If showing ...Debbie Does Dallas ... make extra prints and distribute them at every .... airport ...There'd be a heck of a lot of missed flights.

I understand that for countries where such footage is illegal (i.e. most muslim countries) a special chastisized version has been made available.

It will be offensive to people who don't like crap like that, whether they are Moslem cult members or normal people.

Isn't the whole point that if they are offended they shouldn't immigrate?

Shoot, you can rent a porno video for $3.00 at any outlet here. Of course, you have to return it the next day. But you can keep it for 3-4 months at that expense.

If you think this is gonna keep out the insane Mooselems, think again. Isn't it a fact that the ones who took over the jets on September 11 spent their last days in strip clubs? This misguided effort will attract, not repel, those towel-heads. It will deter truly decent folk from entering.
