CHATTANOOGA, Tenn.
If it could've, the state might have paddled a school official in east Tennessee who canceled classes for two days as a way to save money on bus fuel.
Instead, Rhea County superintendent Dallas Smith has been ordered to reschedule the missed days, which the state Department of Education says it did not approve.
