Nearly 11 percent of 150,000 inmates released early because of Los Angles County jail closures have committed new crimes, The Los Angeles Times reported.
Of 16,000 inmates re-arrested since mid-2002, 2,000 have been arrested twice and 16 were held on fresh murder charges.
Los Angeles County Sheriff Lee Baca defended his jail-closing decision as a 'last resort' to avoid layoffs to cut millions from his budget.
However, city officials said sheriff`s clerks disregard judges` sentences and free inmates despite orders that they serve their entire sentence.
