Must be since in the southern part of the country gas prices are traditionally lower but traffic is often horrible. (I lived in Atlanta for a time so I know).

This study looked at the average number of miles driven in each city and the average number of gallons each driver uses and wastes in traffic congestion each day. It was assumed that a typical family had two wage-earners, each commuting in separate vehicles. The total of federal and state tax rates varied from 35% to 42%, depending on the family's income.

and i am sure they only looked at very large sities for this study

Two things raise my suspicion about this study:

1. He sees fit to mention FIRST about "urban sprawl", and while I don't deny that there are problems with sprawl, it is the left's favorite class warfare tool.

2. Seattle, WA SHOULD be on that list of worst. They have some of the highest gas taxes in the nation and some of the worst sprawl I've ever had the dubious honor of being stuck in.
