The food-container ordinance would require the city's 3,400 restaurants to use biodegradable or recyclable food containers instead of plastic foam, a major source of landfill waste blamed for harming wildlife.
The marijuana legislation, backed by city police, would make crimes involving marijuana the lowest law-enforcement priority. Under the new rules, officers could overlook marijuana infractions unless they involved minors, acts of violence or driving under the influence, or took place on or near public property.
Supervisors voted to support both measures Tuesday. A second vote on each is required before each can become law.

Yet another example of "defining deviancy downwards", the city doesn't want to legislate morality when it comes to marijuana, but will do so to rid itself of the scourge of plastic foam to-go containers.
