The definition has been altered from dictionary to dictionary, but basically, it's accepted that the word means "A stupid, or stubborn person". Which is what many slave owners considered slaves to be. Hence the word (ending in D) was tacked on to the African or black slaves. Eventually, with discoveries of other words, like the Spanish word for "Black" - negro, we've come to the understanding that the "D" from "niggard" was lost along the way, and blacks were commonly referred to based on the Spanish word, they were called "negros" and the word "niggard" was still in use without the D.

Of course, no "credit" is given to the origin words that caused this word to evolve into being, and even though it's a word that was "made up" based on misunderstanding of definitions, and a "trimming" of another word, it's treated as a whole new word.
It's my belief that white people should begin "taking words back". If anyone has seen Clerks II, there's a "racism" angle in a scene, where Randal (a white guy) refers to himself as a "porch monkey" and offends a black customer in line. He insists that "porch monkey" is NOT a racial term, and argues that his grandmother used to call him a porch monkey, and he decides that since it's been deemed "racist", he's going to take the word back and reclaim it for the white people. So he spends the rest of the movie with the phrase "PORCH MONKEY 4 LIFE" spelled out on the back of his work smock in tape.
So if you want to "end racism", I suggest us white people start taking back our words. From now on, when you see someone acting in a stupid, selfish, or stubborn manner, call them a niggard. Use the term often, in public, against people of ALL races. Phase out the word "nigger" and eventually, the English language will get back to the way it's SUPPOSED to be. Where you use a word and people understand the word for it's DEFINITION, not what they THINK YOU MEAN by it.
