CHARLESTON, W.Va. — A man beset by problems since winning a record lottery jackpot says he can't pay a settlement to a casino worker because thieves cleaned out his bank accounts.
Powerball winner Jack Whittaker gave that explanation in a note last fall to a lawyer for Kitti French, who accused him of assaulting her at the Tri-State Racetrack and Gaming Center, a slots-only casino near Charleston.....

Thieves broke into Whittaker's car on August 5, 2003 while it was parked at the Pink Pony strip club in Cross Lanes, West Virginia, getting away with $545,000 in cash [1][2]. Two employees at the same club were later arrested and charged with a plot to put drugs in Whittaker's drinks and then rob him. On January 25, 2004, thieves once again broke into his car, this time making off with an estimated $100,000 in cash......
....He was arrested for drunk driving on Interstate 64 on January 16, 2003. If convicted, he could face up to 6 months in jail. On January 6, 2004, Whittaker was arrested for misdemeanor assault after allegedly threatening the life of a bar manager in St. Albans, West Virginia, a charge that could bring an additional 6 months in jail. He has also been sued after allegedly groping a woman at a dog racetrack. Whittaker told a TV station after he was charged with drunken driving, "It doesn't bother me because I can tell everyone to kiss off."....
....On December 20, 2004, [his granddaughter] Brandi, 17, was found dead after a drug overdose....At a October 11, 2005 hearing related to his January 2003 DUI, a visibly shaken Whittaker lashed out at area law enforcement agencies for focusing on his troubles while failing to arrest anyone in relation to his granddaughter's death:
"Go after whoever killed my granddaughter with as much zealous [sic] as these butt holes are trying to convict me of something I didn’t do."....
....Whittaker is also being sued by Caesars Atlantic City casino for bouncing $1.5 million worth of checks to cover gambling losses. I saw him on TV. I think "E" did a story about past lottery winners. They usually lose it all within a few years.
To his "credit," Whittaker did say that winning the money would not change him. He was right about that.

Okay, so this drunk retard had about few million dollars and thieves cleaned him out by writing bad checks. I might buy that excuse if he got cleaned out on a few thousand, but a legitimate bank isnt just going to let some guy walk in off the street with a check for five million and automatically do a fund transfer without speaking to the account holder. Also, I am sure there is some sort of grace period so the account holder can be contacted and the transfer can be done properly. Point is this guy had to either know about these checks and gave his permission thereby ruling out theivery, or the banks were in the back of Joe's Pawn Shop and Liquor Store.
One other thing I know the lottery payments are probably annual, but how in the hell is this guy broke. He has to be getting at least 5-10 million a year. Jumpin' hay-soos kritsto, thats alot of money to be blowing. I guess it can obviously be done.

I'm certainly no lottery winner but employees of the bank I had ordered checks from an independent check printing company using the information from the bank and wrote checks all over several towns. It happened a year ago. By the time I found out about it, Los Angeles, Orange and Riverside Counties all had warrants out for my arrest.
I reported the theft to my local police department who handled it this way. They determined that a crime had been committed and closed the case. When I went to the police for help in resolving these arrest warrants I was told that the case was closed and they could do nothing. Even though the police and district attorney was in Los Angeles county who had a warrant out for my arrest!
I finally prevailed on one detective who called around and resolved this with extreme ease.
If I won the lottery, I would move to where no one knew me and live very quietly without telling a soul that I won.

Whittaker wins another Powerball pot
According to the state Lottery Commission Web site, a $10,000 prize was won by Andrew J. Whittaker Jr. - Jack Whittaker's full name. The ticket originated at Andy's Quick Mart in Kenova on Jan. 25.
To win $10,000, Powerball players must match four of the five regular balls and the Powerball, according to the Powerball Web site. The odds against that are 1 in 584,431.
Whittaker was one ball away from winning the game's grand prize for a second time. His first victory came on Christmas Day 2002, for a then-record $314 million. After selecting the lump-sum payment and deducting taxes, Whittaker received $113 million.
