"According to the Bureau of Labor Statistics (BLS), the 'poor' in this country - the lowest 20% of income earners - say they make a average of $8,316 per year. But these same people tell the BLS they spend $19,059 a year..." (Italics in original) The discrepancy is due to the fact that they are recipients of government social spending.

Rush provides a graphic showing income and expenditures of those "poor."

Income before taxes: $8,316
Average annual expenditures: $19,059, broken down as follows:

- Food: $3,186
- Housing: $6,639
- Transportation: $3,284
- Personal insurance & pensions: $512
- Alcoholic beverages: $172
- Apparel and services: $953
- Health care: $1,402

- Personal care products and services: $306
- Reading: $69
- Education: $663
- Tobacco products: $238
