The bill elevates the importance of risk factors in determining which states and cities get federal security funds. That would mean more money for such cities as New York and Washington. It also puts money into a new program to ensure that security officials at every level can communicate with each other.
<?XML:NAMESPACE PREFIX = AT /><AT:CLASS></AT:CLASS>It requires screening of all cargo on passenger planes within three years and sets a five-year goal of scanning all container ships for nuclear devices before they leave foreign ports.
Uh-oh, W is going to piss of his foreign bed buddies, not that I care!

The legislation also:
<AT:CLASS></AT:CLASS>_Authorizes more than $4 billion for four years for rail, transit and bus security.
<AT:CLASS></AT:CLASS>_Requires the screening of all container ships in foreign ports within five years, but give the Homeland Security secretary authority to delay implementation.
<AT:CLASS></AT:CLASS>_Establishes a new electronic travel authorization system to improve security for visitors from countries participating in the visa waiver program.
<AT:CLASS></AT:CLASS>_Strengthens a board that oversees privacy and civil liberties issues.
<AT:CLASS></AT:CLASS>_Establishes a voluntary certification program to assess whether private entities comply with voluntary preparedness standards.
<AT:CLASS></AT:CLASS>_Requires the president and Congress to disclose total spending requested and approved for the intelligence community.
<AT:CLASS></AT:CLASS>_Provides civil immunity to those who, in good faith, report suspicious activities that threaten the safety and security of passengers on a transportation system or that could be an act of terrorism.
<AT:CLASS></AT:CLASS>_Requires the president to confirm that Pakistan is making progress combatting al-Qaida and Taliban elements within its boarders before the United States provides aid to the country.
Well, on this last one, if the Dems win in 08', they just get left an open pass to give free money to Pakistan since the Taliban and al-Qaida are their friends.

It will piss off the bastards who sent it and the nation(s) that financed them.Beo said "W is going to piss of his foreign bed buddies". I don't think he meant terrorists, or those who fund them, were Bush's bed buddies. At least I hope that's not what he meant.

Whatever it costs - in money, security, or human lives... No cost is too great to the Democrats if they can hang a failure around Bush's neck...

If we lose our "arrangement" with Pakistan, we have to abandon Afghanistan... Pakistan is the ONLY airspace we have to supply troops in Afghanistan...

Indeed. The "relationship" we have with Pakistan albeit superficial, is utilitarian. Musharraf has been a good face for the Bush WH. But, apart from that, Pakistan itself is a jihadi wasp's nest and has been for quite some time. One only need to look at their brutal history with Kashmir to understand that the general populace of packing stan are full of rage boys. The best way to go then is to get what you can(your point, airspace) while the going's good(Musharraf).

Yes, and as long as the Taliban has Pakistan for a safe house we can keep this little charade going indefinately. It's looking more and more like it's just about money anyway.

As for Osama Obama, I don't think anything he says or thinks has legs.
