When you say "get" to them, do you mean delete them? I have Windows XP and it has a folder that contains all my cookies. If you are using Internet Explorer, you can dictate their handling by clicking on 'Tools', then 'Internet Options', then 'Privacy'.

Usually C:\Windows\Cookies for Internet Explorer on Win 95/98/ME. That could vary if using user profiles. On Win 2000 and XP, user profiles are typically used, so try C:\Documents and Settings\username\Cookies. When all else fails, search the hard drive for a Cookies folder and see if the most recent file date matches the last time you surfed. 99% probability that's your folder. It has been so long since I used Netscape, I can't remember where it stored cookies, but Netscape does have decicated user profile folders in it's install location, usually C:\Program Files\Netscape.
