Awesome man, I'm listening to whats going on all through out the country lol.
http://www.bearcat1.com is a site where they translate what they're saying.
If you've got any more sites to add let me know, this is somewhat intresting and something to do when your really bored.

I've had the beasties since they were crystal-controlled. Out here in the boonies, they're actually quite useful. Here's the present duo (the white thing on the left is a UPS dedicated to the radios).

That's the Bearcat BC895XLT, which of course was discontinued shortly after I bought it. This one is for the other frequencies.

I also have two of these, and never leave home without one. They are also obsolete, natcherly.

As for websites, Google "scanner frequencies" for your area. There are many sites that have detailed lists.
The DXZone: ham-radio, shortwave and cb-radio guide (http://www.dxzone.com/)
Police-Scanner.info (http://www.police-scanner.info/)
Police Scanners (http://www.dxzone.com/catalog/Internet_and_Radio/Police_Scanners/)

That's the Morse code. If you're looking for "10 codes" ...
Official Ten-Code List -- Association of Public Communications Officers (APCO) (http://spiffy.ci.uiuc.edu/~kline/Stuff/ten-codes.html)
Ten-Codes (http://en.wikipedia.org/wiki/Ten-code)
The codes are not mandatory. The police and fire departments can change their meanings. However, the list provides a good starting point. Only listening will determine what the specific departments actually mean by them.
And some departments use their own, e.g, the Massachusetts State Police. They'll say "Code #", or just use the number.
<pre>Code Meaning
1 Standby for Emergency (All units to stay off the air)<br>2 Phone your Barracks (also refers to Cell Phone capability)<br>3 Phone ________<br>4 Cruiser out of Service<br>5 Cruiser in Service<br>6 What is your Location<br>7 Return to your Barracks<br>8 Stopping suspicious Car<br>9 Listing (Registration Info)<br>10 Stolen Check<br>11 License Data<br>12 Any Message for me<br>13 Radio Test<br>14 Missing or Wanted (also known as M&W)<br>15 Officer In Trouble<br>16 Investigation (Motor Vehicle Accident)<br>17 Clear<br>18 Permission to leave Patrol<br>22 Cellular Caller</pre>
