After Rodney King, the Los Angeles Police Department was gutted. The culture of law enforcement was meticulously dismantled and replaced with feel good cops who cry easily. But, because LA is the way it is, there remained a small core of officers who actually enforced the law and protected citizens from the real awful bad guys out there. The SWAT team of well trained and dedicated police officers who knew their business.
Naturally the existence of police officers was a thorn in the sides of MS-13, Los Zetas, The Avenues, Latin Kings, and other assorted organizations whose political clout was backed by La Raza, MALDEF, Mecha, and the mexican government. Today, Chief Bratton who never met a gang member he didn't grovel before has announced the SWAT would be changed to be kindlier, friendlier and far far less well trained. After all having police officers who aren't as well trained as the gang members they face isn't what he wants the police force to be. Can't have that.

A panel of law enforcement experts convened by Los Angeles Police Chief William J. Bratton to examine the department's elite SWAT unit concluded in an undisclosed report that the rigorous testing to get into the unit should be changed to make it more open to women, called for tighter supervision and criticized officers for relying too heavily on force over negotiations.
The panel criticized the rigorous physical tests and scenario simulations that, for more than a decade, every officer has had to pass to gain entry into the unit's multi-week training school.
The selection criteria, they wrote, "under-emphasize negotiating skills, patience, empathy and flexibility while over-emphasizing physical prowess and tactical acumen."
So to the question of who Los Angelinos will call when they need help, the answer now is - no one.
