Fighting the liberal media, Senate Democrats, some fellow Republicans and the Bush Administration, three conservative Republican senators are continuing to raise the alarm about the federal government’s out-of-control AIDS spending. Senators David Vitter (La.), Jeff Sessions (Ala.), and Jim DeMint (S.C.) are making a last-ditch attempt to block the irresponsible and budget-busting $50 billion global AIDS bill (S. 2731). Debate on the bill, which would even permit entry into the U.S. of HIV-positive aliens, begins on Monday afternoon. The legislation doubles funding for the U.N.-affiliated Global Fund, which disregards U.S. policies on abortion and “needle exchange.”
“The [Global] Fund has serious policy problems, drug quality problems, administrative corruption, and [it] operates programs not bound by U.S. laws on abortion, needle exchange, prostitution/trafficking policy and others,” several senators had declared in a letter to Senate Republican Leader Mitch McConnell of Kentucky.

Officially known as PEPFAR, the President’s Emergency Plan for AIDS Relief, this reauthorization bill will increase the dollar amount originally allotted from $15 to $50 billion. The bill “triples PEPFAR’s original budget,” noted one congressional source with alarm.
Senator Barack Obama was one of the original sponsors of the bill, but so was Senator John McCain. In fact, the Global AIDS Alliance issued a June 20 press release headlined, “Presidential Hopefuls Add Support to Landmark Global AIDS Bill,” referring to Obama and McCain.

We're paying $4.15 a gallon for gas and yet we have 50 billion to flush down the "AIDS in Africa" toilet?
GIVE ME A BREAK!
No amount of money, no matter how well intentioned, will stop the spread of AIDS in Africa - throwing money at irresponsibility only encourages and enables more of the same "stuck on stupid" behavior.
QUESTION: Is there anyone so naive that they honestly believe that Africans don't know how AIDs is spread after 20 years of dealing with it???
HINT: It's not being spread by airborne particles like TB, it's not being spread by mosquitoes like Malaria, it's not contracted from not washing your hands after wiping your ass like E Coli..it's spread by indiscriminate sex and IV drug abuse.
Now is the time for the world to speak with one voice to Africa and say "We have 50 billion to solve AIDs in Africa but there isn't anything we can spend it on that will make you stop sleeping around and shooting up."
How 'bout this: $$$ for Africans with AIDS = $$$ that could be spent curing AIDS.
And if we started funding possible cures, maybe we'd find one, and the Africans would benefit too.

Dude, we've been "funding possible cures" for 25 years. AIDS is a virus and man has yet to cure a single virus of any kind.
Yeah, but maybe we should invest the cash we're spending in Africa to cure AIDS, which would, by the way, also directly cures their problem, as missionaries and humanitarian groups will no doubt send some along to them.

Instead of researching AIDS over there, how about people in Africa learn something about abstinence or the use of condoms if they must screw each other on a regular basis. We can research it right here at home and hopefully cure it oneday.

Africa is a lost cause. If they know how AIDS is spread, they also believe that sex with infants can cure it. Even with the devastation of AIDS, the population is soaring.

My conscience has toured this territory on foot and financially. Unlike most of you, I have been to Ethiopia; like most of you, I have stumped up the loot to charities to stop starvation there. The wide-eyed boy-child we saved, 20 years or so ago, is now a priapic, Kalashnikov-bearing hearty, siring children whenever the whim takes him.
There is, no doubt a good argument why we should prolong this predatory and dysfunctional economic, social and sexual system; but I do not know what it is. There is, on the other hand, every reason not to write a column like this.
It will win no friends, and will provoke the self-righteous wrath of, well, the self-righteous, letter-writing wrathful, a species which never fails to contaminate almost every debate in Irish life with its sneers and its moral superiority. That said, African men apparently like "dry" sex, with the vagina all dry, so the prosties use a drying agent. This does cause bleeding inside. Also, prosties will do anal sex for a double fee; the single fee is usually 50 cents.

WASHINGTON — The Senate voted Wednesday to triple spending for a much-acclaimed program that has treated and protected millions in Africa and elsewhere from the scourges of AIDS, malaria and tuberculosis.
The 80-16 vote committed the United States to spending up to $48 billion over the next five years for the most ambitious foreign public health program ever launched by the United States.
The legislation would replace and expand the current $15 billion act that President Bush championed in a State of the Union address and Congress passed in 2003. That act expires at the end of September.
The White House, which supports the new bill, said the President's Emergency Plan for AIDS Relief, known as PEPFAR, has helped bring lifesaving anti-retroviral drugs to some 1.7 million people and has supported care for nearly 7 million, including about 2.7 million AIDS orphans and vulnerable children.
Before the program began, only 50,000 in all of sub-Saharan Africa were receiving anti-retroviral drugs.
The Democratic-led Senate, rarely in agreement with the White House, gave Bush credit for initiating the program. Sen. There was a program known as the ABC program in I believe Uganda that was very effective in decreasing the incidence of AIDS. A was abstinence, B was Be faithful or something like that, and C was if you can't do the first two, use a condom.
Anyway, yes, it would be a waste to give Africa that money.

BTW, if you want to know where the current fund of $15 billion is going:
recently the CDC paid a passle of Brazilian doctors to go TDY to Luanda to "study" the sexual habits of truck drivers there. They could have watched an old Frontline piece from PBS that I saw years ago on the subject, as well as a lot of other media productions, and gotten as much information sans maybe a few statistics.
Cost of the week-long trip: $70K.
How the heck is $50 billion supposed to be spent? We might as well sent a new Detroit-made auto to every kleptocrat in Africa: at least it will keep some auto workers busy for awhile.

NEVER has ANY virus been "cured". They mutate so quickly that at best a preventative for a given strain can be developed, ala the annual influenza (flu) serum. And they don't kill the virus. They just develop antibodies in the person's blood.
Fact of life: a virus CANNOT be be cured. And beyond that, spending tens of billions of dollars trying to "cure" an ailment that is spread behaviorally is not only a waste, but is offensive.
Want to stop the spread of AIDS? Stop doing what spreads it. It's that fugging simple. Unfortunately, the major force behind spending those billions are the degenerate perverts who absolutely refuse to stop doing what spreads it, and expect us to invest in making their ass-reaming and mainlining "safe".
I say to hell with them. If they don't want to refrain from medically disastrous behavior, then let them live with -- and die from -- the consequences. I have no moral imperative to underwrite wild-goose chases so that they can stuff their turgid tools up their boytoys' butts with impunity.

I am all for the finding a cure and prevention, but that is also for individuals to do for themselves in most cases (children and rape victims not included)
Africa's AIDS crisis is the result of the continuation of behaviors that got them in an AIDS crisis to begin with. And the problem in the states is of the same root, its all about behavior. We control what we do. And in most situations people control how much they expose themselves to HIV.
50 billions dollars that isn't for three specific things which I would approve (treatment, education, research) but for a whole bunch of other things some which Laz mentioned not only doesn't sit well with me but it downright pisses me off. I don't just dissaprove of big govn't for me, I dissapprove it for everyone including foreign folks, and we only encourage it when we spend billions on doing absolutely everything for them and furthermore we doing far too much and alot of that taxpayer money will go to waste doing completely nothing.
This is a bill with alot of fluff in it. And it should get shot down till there is no room for anything but treatment (especially for kids), education (for every idiot), and research and till the price tag on all that aid for AIDS is lowered.... alot.
