Referee Sergei Shmolik is led away by match officials after appearing drunk while officiating a league game in Belarus
Video (http://www.guardian.co.uk/football/video/2008/jul/14/drunk.referee.belarus)
At first, he appears to be suffering from a back spasm, but his reluctance to leave the field, then finally doing so while waving in a jolly manner at the crowed, probably mean his back spasm (if there even was one) was not the issue.

Article with a few more details (http://www.mirror.co.uk/news/topstories/2008/07/12/the-referee-s-a-drunkard-89520-20640610/). Apparently he got sauced at halftime, though he may have had few before the match began.

Shmolik's nose ain't turned red yet.
Kennedy could guide Santa's sleigh on a foggy Christmas Eve.

When Graham Poll let a player stay on the field in the World Cup after getting a second yellow card, and this clown was allowed to stay on the field while he was drunk as a skunk, it makes you wonder how in the hell anyone can take soccer seriously. Tim Donaghy's betting on NBA games he reffed got him into all kinds of trouble, but I'll bet he never let a player stay on the court after picking up a second technical foul, nor did he ever show up to a game sauced. There would be Congressional hearings if any NFL ref, baseball umpire, or other sports official worked any kind of game under the influence.
Of course, no matter what happens in sports nowadays, there's probably a Congresscritter champing at the bit to call a hearing (especially if he thinks he can blame Bush for whatever turns out to have been wrong).
