Article 1, Section 8

The Congress shall have the power to.....

To declare War, grant letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water.

The US Constitution does not allow the President of the United States to declare War. Unfortunately, for a very long time, the US Congress has been lax in this arena, allowing the sitting President wide latitude in use of military forces.... essentially allowing him to wage a "war", just without the nasty Congressional vote and paperwork.

Of course.... that's the way it's "supposed" to be.... not the way things actually "work" in real life.

If war is declared on the US is Congress required to declare war? Since Al Qaeda is located in approximately 60 countries world wide who would you suggest they declare war on?

If War has to be declared naming a "country" I would be hard pressed to say, declare war of Afghanistan but only the bad people.Why cant WAR be declared against like Sadamm and his followers, all these names thrown around, the Jihad, Hamas, Arafart,cant it be declared on a person and his followers, not a place? Well this shows ya what I know,I thought there was some sort of time limit involved in this process. That after a certain amount of time it had to be called. An undeclared war is ok, if you win, like the Gulf War. Viet Nam was an undeclared nightmare.Would declaring give the President more power?

War needs to be declared. Bush should have absolute power.None of this asking the dems if he can start a bureau for Homeland Defense. If a declaration of this sort were to be made,I believe it would scare Sadamm off.(Sadamm spelled backwards is Madass} Why do you suppose the president is waiting?

Special Ops kind of war. Spook war. Back alley assassinations, dirty tricks, that sort of thing. Made to order for Special Forces lads.

As to declaring war, even when war has already been declared by us.... the answer is YES. Only Congress can declare war. Now.... POTUS can certainly ask for such a declaration, but Congress is the only entity that may declare war. Yes, we have a defacto quasi-war.... POTUS taking military actions without a formal declaration of war.... sort of what's happening right now. Congress usually avoids declaration of war, since they're basically gutless. They'll step forward and take credit for a successful campaign, or hang back and condemn POTUS when we have casualties and deaths of our guys.

Bes, we are very low on munitions. I'm sure we are stockpiling them now. The Assistant secretary of defense is in Turkey right now making arrangements to set up a base there. Lots of things going on in the background that we aren't privy to. You can't rush into something this huge. Costs lives if you do.

If war were declared BUSH wouldnt have to ASK for an increase in military spending. I understand that declaring war would make some factions more militant.BUT What could be worse than this? A president without absolute power, not good. Tread lightly upon Sadamm? Worry if he will let inspection of his nukes? Dont upset him? What an arrogant basturd, did ya see him declaring the USA wont ever get him? Declare it, smoke em out, kill the mothers. The suicide bombers!!! Many of them mere children.
