How about establishing a Mary Jo Kopechne Institute?

I may be the dumbest imbecile in the country, and I might not know how politics are truly run, but, I ask you all how an "amendment" to a bill is allowed to go forward, when it has absolutely nothing to do with the original bill?

If, the 'amendment' can't fly on it's own, why do we allow it to be a rider to a more important bill?

In my eyes, an amendment will change the wording of a bill, add or detract certain portions of a bill or call for a total change of the bill.

If a bill were introduced to assist farmers, why should an amendment be allowed to include assistance to the snail darter for free housing, protected status and more rights than humans have.?

Just an example. But, it's SOP in our CONgress.

1/5 of the 2009 Omnibus Appropriations Act went to the Kennedy family, from what I heard. Or was it 1/5 of the pork in it?

Some states have provisions in their constitutions that prohibit adding amendments that are not germane to the original legislation. The U.S. Constitution, however, has no such provision.

Not that it wouldn't be ignored even if it was there.
